A Horizont Európa az Európai Unió 2021 és 2027 közötti időszakra szóló kiemelt kutatási és innovációs keretprogramja, amelynek célja a tudományos kiválóság előmozdítása, az innováció támogatása és a társadalmi kihívások kezelése. A program jelentős, 93,5 milliárd euró költségvetéssel rendelkezik. Előtérbe kerül az elnyert támogatások közvetlenül érzékelhető társadalmi vagy gazdasági hasznosságának követelménye, továbbá a zöld és digitális átmenet előmozdítása. 

A keretprogramon belül a munkaprogramok tartalmazzák a konkrét pályázati felhívásokat, témaköröket, költségvetést és határidőket, részletezik a kutatási prioritásokat, az elvárt hatásokat és pályázati feltételeket.

A klaszterek a keretprogram második pillérének tematikus csoportjai. Céljuk, a zöld és digitális átállást támogatva, a kulcsfontosságú technológiák és ipari kapacitások fejlesztése, a társadalmi kihívások kezelése 6 fő területen.

A desztinációk a klasztereken belüli tematikus területek, amelyek meghatározzák az elvárt hatásokat, összekapcsolva a kutatást, a szakpolitikát és a finanszírozást.
